Module 3 Objection Procedures This module describes two types of mechanisms that may affect an application: I. The procedure by which ICANN’s Governmental Advisory Committee may provide GAC Advice on New gTLDs to the ICANN Board of Directors concerning a specific application. This module describes the purpose of this procedure, and how GAC Advice on New gTLDs is considered by the ICANN Board once received. The dispute resolution procedure triggered by a formal objection to an application by a third party. This module describes the purpose of the objection and dispute resolution mechanisms, the grounds for lodging a formal objection to a gTLD application, the general procedures for filing or responding to an objection, and the manner in which dispute resolution proceedings are conducted. This module also discusses the guiding principles, or standards, that each dispute resolution panel will apply in reaching its expert determination. All applicants should be aware of the possibility that a formal objection may be filed against any application, and of the procedures and options available in the event of such an objection. II. 3.1 GAC Advice on New gTLDs ICANN’s Governmental Advisory Committee was formed to consider and provide advice on the activities of ICANN as they relate to concerns of governments, particularly matters where there may be an interaction between ICANN's policies and various laws and international agreements or where they may affect public policy issues. The process for GAC Advice on New gTLDs is intended to address applications that are identified by governments to be problematic, e.g., that potentially violate national law or raise sensitivities.
